Public Participation in Environmental Impact Assessment for the Upgrade and Transformation Project - Second Public Announcement
The environmental impact assessment for the Jiaozuo Jiankangyuan Bioproducts Co., Ltd. Waste Liquid Comprehensive Recycling and Technology Upgrade and Transformation Project is underway. In accordance with the "Interim Measures for Public Participation in Environmental Impact Assessment", public participation activities for this project are now being carried out.
I. Project Name and Summary
Project Name: Jiaozuo Jiankangyuan Bioproducts Co., Ltd. Waste Liquid Comprehensive Recycling and Technology Upgrade and Transformation Project
Project Summary: Our company is located south of Jin Guan Power Company in the eastern park of Jiaozuo City's industrial cluster area (Wanfang Industrial Cluster). We mainly engage in the manufacturing and production of pharmaceutical products. We plan to invest 10 million yuan to construct the Jiaozuo Jiankangyuan Bioproducts Co., Ltd. Waste Liquid Comprehensive Recycling and Technology Upgrade and Transformation Project based on existing facilities and infrastructure. After completion, the project will increase the production of 7-ACA products by 1000t/a and add 1000t/a of D-7ACA products, resulting in a total plant production of 2000t/a of 7-ACA pharmaceutical intermediates and 1000t/a of D-7ACA pharmaceutical intermediates. This technical transformation includes four aspects: firstly, introducing high-yield strains to improve the titer of fermentation broth; secondly, using a new generation of macroporous resins to improve adsorption capacity; thirdly, replacing the existing two-step enzymatic method in the enzymatic hydrolysis process of 7-ACA production with a one-step enzymatic method to improve the recovery rate; and fourthly, recovering effective components (CPC and DCPC) from the high-titer portion of the adsorption column top washing wastewater and the low-titer decolorizing liquid for the production of D-7ACA.
II. Main Environmental Impacts and Pollution Control Measures of the Construction Project
During operation, the project will impact the environment through waste gas, wastewater, solid waste, and noise, with waste gas and wastewater being the main pollutants.
1. Waste Gas Emission and Environmental Protection Measures
Organized waste gas emissions from the project mainly include charging waste gas from the fermentation workshop, fermentation waste gas, sulfuric acid mist generated during the acidification process in the refining workshop, ethyl acetate waste gas generated during the dehydration and drying processes in the 7-ACA production workshop during the production of 7-ACA and D-7ACA, and particulate waste gas generated during the granulation and packaging of 7-ACA and D-7ACA in the 7-ACA workshop. The main pollutants in the charging waste gas are particulates, which are discharged after being collected by a cyclone bag dust collector; the main pollutants in the fermentation tail gas are particulates, non-methane total hydrocarbons, ammonia, and odor concentration, which are discharged after being treated by a gas-liquid separation water spray device; the sulfuric acid mist generated in the refining workshop is discharged after being treated by an alkali spray device; the ethyl acetate waste gas in the 7-ACA workshop is discharged after being treated by a condensation resin adsorption (including regeneration) device; and the particulate waste gas from the granulation and packaging of 7-ACA is discharged after being treated by a bag dust collector. With these measures, the impact of organized waste gas emissions on the environment is minimal.
Unorganized waste gas emissions mainly come from fugitive emissions during production and the storage and transportation of materials in storage tanks, etc. To mitigate the adverse impact on the surrounding environment, the assessment requires the setting of a sanitary protection distance for unorganized waste gas emissions, strengthening the detection and supervision of volatile organic compound leaks during the production and transportation process, and treating emissions from acid and alkali storage tanks with absorption devices.
2. Wastewater Emission and Environmental Protection Measures
The project's wastewater mainly includes production wastewater, domestic sewage, and clean drainage. High-concentration wastewater such as spent fermentation broth, high-concentration top washing wastewater, and solvent workshop wastewater from the refining workshop is treated in the anaerobic system of the wastewater treatment plant and then enters the main system of the wastewater treatment plant for treatment along with other wastewater; clean drainage is discharged directly from the general discharge outlet. After treatment, the pH, COD, BOD5, SS, NH3-N, TN, and TP discharge concentrations of the wastewater from the technical transformation project can meet the standards of Table 1B of the Henan Provincial Local Standard "Discharge Standard for Water Pollutants from Fermentation Pharmaceutical Industry" (DB 41/758-2012), and the various pollutant factors in the effluent from the general discharge outlet can meet the standards of Table 1B of the "Discharge Standard for Water Pollutants from Fermentation Pharmaceutical Industry" (DB 41/758-2012) and the water intake requirements of the Wanfang Wastewater Treatment Plant.
3. Solid Waste Emission and Environmental Protection Measures
The existing solid waste from the project mainly includes bacterial residue from the plate-and-frame filter press process in the fermentation broth, waste packaging bags from the material preparation process, waste enzymes from the 7-ACA and D-7ACA production process, waste adsorption resin from the waste gas treatment process, and dust collected by the bag dust collector. Waste enzymes and waste adsorption resin are hazardous solid waste. Collected dust is directly reused in production; waste packaging bags are sold to waste recycling stations; bacterial residue is comprehensively utilized as fertilizer raw materials; and waste enzymes and waste adsorption resin are temporarily stored in their respective hazardous waste warehouses and then regularly entrusted to qualified units for treatment. After adopting the pollution control measures required by the assessment, all solid waste from the project can be comprehensively utilized and safely disposed of.
4. Noise Emission and Environmental Protection Measures
This technical transformation project mainly relies on existing engineering equipment for production. According to the current monitoring data, the noise at the four boundaries of the project can all meet the discharge standards.
III. Key Points of the Environmental Impact Assessment Conclusion
1. The project complies with national industrial policies and environmental protection policies, and the regional environmental quality meets the standards.
2. After adopting the measures required by the assessment and the planned pollution control measures of the project, the main pollutants all meet the discharge standards.
3. After completion, with the adoption of corresponding environmental protection measures, the project will have a minimal impact on the regional ambient air, surface water, groundwater, and acoustic environment.
4. From the perspective of environmental protection, the project site selection is feasible.
